This is a "subclass" item, which means it can only be obtained by the correct main class and only on round 8.
The "on debuffed" effect will have a 30% chance when you recieve a debuff to also inflict the same type and amount to the opponent. Any temporary debuffs recieved will be inflicted as permanent debuffs.
"during Fatigue" refers to 17 seconds into the battle when "Fatigue sets in" and starts damaging both players.
